The term 'expletives deleted' is simply a combination of two words and the meaning it conveys is not something different but only the joint meaning of the two words.
Expletive is a noun used for a swear word that people use most often when they are in pain or are extremely angry.

The word 'deleted' simply conveys the idea of removing something that is not suitable in a particular context.

We all know that any expletive can not make a good impression on any body and it is for this reason if possible a rude word is removed to make a statement sound soothing. And the term 'expletives deleted' can be used in a statement where you have removed something that is bad to make a good impression.
