Scanty generally means something that is only just sufficient or just about adequate. It is mostly known as something that is insufficient. A common example would be "to receive scanty rainfall." Another example that would relate to scanty is "a bare livelihood"; "a scanty harvest"; "a spare diet." It basically refers to something that is less in terms of quantity or even in quality.
Scanty even refers to short underpants that are generally worn by women or children. They are pants that are waist below and just a little up to the thigh.
