Hydrostatic is used as an adjective for the fluids that are at rest and also for the pressure that kind of fluids exert.

When you are using the word for the pressure of fluid it can be used in the two kinds of situations. One of the conditions can be an open one which includes ocean, swimming pools and even the atmosphere. The other one is a close condition which includes a gas line or a water line.

In the open conditions pressure usually can be calculated as the pressure in non moving conditions. Even you can calculate it in oceans because waves and currents create very nominal amount of change in the pressure.

In close bodies like pipes pressure is still there even when fluid is not moving. The pressure at a certain point is called hydrostatic pressure.
