The term tipsy means to be drunk on alcohol or any other such substances which lessens the proper functioning of the body and mind. Being tipsy is somewhat less extreme than being drunk.
Tipsy is a slang word of being intoxicated. Other slang words include sloshed, zonked, tight, wet, high and more. Being drunk produces many negative effects in the body, such as, liver damage, blackouts, hangover, unconsciousness, dehydration and many more such similar effects. Many religions oppose the action of being intoxicated but allow the consumption of alcohol. Driving under the influence of alcohol is illegal around the world. One can be severely punished by the law. It may amount to a hefty fine as well as serving a prison term. In many countries, people strictly above the age of 18 - 21 are allowed to buy alcohol.

Tipsy means basically when someone's had too much to drink and about falling over. Then they are tipsy, but they don't nesasarily have to be drunk to feel this way.

Tipsy means lop sided. Have a drink too many and you walk lop sided. A cake not up-straight is tipsy. Now I am wondering if I have missed your party lol.

Commonly, it refers to being drunk. It's used that way because an intoxicated person would normally be unsteady on his/her legs and weaving about as if likely to TIP over.
