Generally, it means to give of yourself in support of a cause. You can volunteer your time to a children's hospital. You can volunteer to read stories to kids at your local library. If you have a special skill you can volunteer in that capacity. You can become a volunteer firefighter. Essentially, whenever you offer to help someone you are volunteering. If you ask your neighbor if they need help moving, you're volunteering your time.
