To construe means to interpret or explain something. To misconstrue means to misinterpret a situation or a reaction. To construe is basically to make sense of a phenomena. It occurs when one tries to expound on something, in order to gain a better understanding of it. For Example, "he construed my frown as anger."

In grammatical terms, to construe means to study and understand the construction of a sentence. To construe mean to employ syntactically. For example, "the noun sheep can be construed as singular or plural".

To construe also means to decipher something, usually aloud. It can also mean to translate something, while methodically preserving the initial meaning.

In legal terms, construction needs the proof of the meaning of the verbal communication of the authority, as well as some background, (for example, legislative authority), in order to interpret or explain a decree, treaty etc.
