It is hard to tell. The name Arce has connections to Greek mythology in that Arce was the sister of Iris and at one time messenger to the gods. It is also a municipality in Italy. Since the Greeks traded throughout the Mediterranean, the name just might have an Arabic influence. It is more likely that someone construed the fact that ARCE is also an abbreviation for the "American Research Center in Egypt".

The Last name Arce is not of Arabic or Mideastern origin. It has originated from Spain. Where it is used as a habitational name from a place in the Santander and Navarra province. The name has been derived from Spanish word Artze which is used for a Stony place.
