Recompile literally means to pile up something all over again or a new. This term is used a lot in the computer terminology. Here it means to compile a program again. It is done after testing and running a revised version. This process is undertaken several times during the course of development and maintenance.

Recompile the world is also a computer jargon that refers to the large amount of work that accompanies as the result of any small but globally visible program change. "The world" may mean the entirety of some huge program, or may to every program of a particular class in the entire known universe. In actuality a person may not have to actually recompile the world but it suggests that human cleverness would be needed to find out what parts can be left out without causing problems.
