Fetter is a chain or a shackle that is used or put in the ankles or feet. Fetters stop the freedom of movement when it is put on. It is derived from the Middle English word, feter. It is also related to the word "foot". In humans it is generally used at the time of arrest and is usually put around the wrist of both the hand and even the ankles. If fetter is put for an animal, then it is done only for dangerous species, which are generally prone to escape. Symbolically it refers to any kind of restriction or restrain.

In early days a fetter would generally be cup lock shackles, whereas today it is mostly found to be built-in lock.
