It is also related to the word "foot". In humans it is generally used at the time of arrest and is usually put around the wrist of both the hand and even the ankles. If fetter is put for an animal, then it is done only for dangerous species, which are generally prone to escape. Symbolically it refers to any kind of restriction or restrain.
