The word goggle is a verb and can be used for a phenomenon in which you are looking at a person's eyes with your eyes wide open and usually it happened because you are shocked or surprised.

Sometimes the word can also be used in conjugation with eyed and the adjective 'goggle-eyed' is used when you are looking at somebody in surprise or shock.

The word goggle can be found mostly in old style of English and seldom can you find it in modern day use. But wherever it is used, mostly used in conjugation with at and the following sentence can describe the use of the word in context: When I took admission I was the lowest scoring person but when he saw the result at the end of the year he was just goggling at me as I was the top scorer.
