It means you will have to deal with a lot proportionate to the number you have as your peers..... A classic example of this would be the movie (and historical account of...) 300...... Okay there were slightly more than 300 total fighters..... But way way back at the battle of Thermopylae the Greek Spartans sent 300 of their finest along with a couple hundred augmented forces to stand up to the Persian forces..... Now they knew what outnumbered was..... Some accounts say it was 100 to 1, some say 1,000 to 1 and still others say even more possibly.
