It has two meanings, if someone does something nasty to someone else, and you feel sorry for them you would say "thats shan on that person" or "that dogs been locked out barking all day" - "thats shan" the second meaning is if something is poor, crap, rubbish - "that was a shan shot he took against the keeper" or "this is shan weather"
