I found it in a book of Scottish & Irish baby names & it was said to mean "poet savant". I chose the variant Devan (pronounced De-Ven) for my son's name. I didn't know anyone named that, in any variety, at the time. Now it's popular as a unisex name, but here in the U.S., I most often see the spelling I chose as a girl's name.
