The meaning of the phrase is obvious and it conveys the idea of money serving as a means to attain something and money itself can not be the ultimate goal.

The word is used by the people to make a person understand that money is not the goal of his life. The person is madly in love with money and certainly he wanted to attain something with the money but as the time elapsed the person is forgetting the importance of the goal and he starts thinking that money itself is the most important thing in the world.

Finding this kind of people is not a very difficult task as there are so many people in this world that are madly in love with the substance called money and in the end they find that they have attained nothing and the ultimate happiness is way ahead.
