It means a person who does the opposite of what the authority figures in their life don't want or do want them to do.

A rebel is a term used to describe one who fights authority. It is an act of defiance mostly against the ruling power. It refers to the refusal to obey somebody's wishes or commands. It is commonly used to indicate a person who refuses allegiance to, resists, or rises in arm against the ruler or the government of his or her country.

Rebel does not mean fool or mentally slow, It stands for freedom.
