I'm really not sure. But I think it means on hold. The author's not going to update right now. Sort of like a break in the continuity of the story I guess. If you look it up that's what's written. I did. : D

It means the writer is taking a break for a time. Sometimes the writer is just taking a break from one story, but will still write little things. Other times it means they will stop writing (Or at least, publishing.) for a time.
The break can be for any length of time (I'm still waiting for one to finish and it's been almost three years D:. She still writes, so I hold out hope!).
