This is not easily done. One way is to first convert the pdf to some other format (such as .doc) using either an OCR program (such as Omnipage or Abbyy Finereader) or a document conversion program. Next translate the file (avoid machine translations unless you really don't care about getting the phrasing right) and convert the file again to a pdf. There is no other way.
