This suffix comes from the Greek kratos, meaning 'power'. Its meaning in words such as 'aristocracy' etc is rule, government etc - eg 'plutocracy' means that the rich rule. There are also a lot of, sometimes joky, new words made with this prefix, eg 'kleptocracy' from the Greek word for thief, which means that the rulers are all thieves!
