Hello,
The term 'Philvocs' refers to The Philippine Institute of Volcanology and Seismology. Their website can be found here.
This is a faculty that serves under the umbrella of The Department of Science and Technology. It is committed to the mitigation of natural disasters, including volcanos, tsunamis and earthquakes.
This institute arose in the Philippines after disaster struck from a volcano eruption in 1951 that sent the country into shock over the death and damages and caused. This then lead to a raised awareness for the necessity to study the dangers of natural disasters, and how such danger can be mitigated in the future. Through this, the COMVOL was born (commission on volcanology) which spearheaded the investigation into volcanos and their tendencies, circa 1952.
By 1982, COMVOL became officially recognised and changed it's name to PHIVOLC, where today the study of such natural disasters continues.
I hope this answers your question.
