0097 is not a valid international telephone dialling code; the number is incomplete. There are a number of countries whose international dialling code starts with 0097. All of the countries that have the code that begins with 0097 are based in central, south and western Asia.
The United Arab Emirates code is 00971, whilst 00972 is the code for Israel. 00973 is the code for Bahrain, and Qatar's is 00974. The code for Bhutan is 00975 and Mongolia's is 00976. Finally, Nepal has the international telephone dialling code of 00977. In fact, the codes themselves do not contain the 00 element but are simply the three digit numbers beginning with 9. For example, Nepal's international dialling code is actually 977.
The two zeros are needed to dial the numbers though, when dialling from the United Kingdom. The two zeros are known as the international dialling prefix, or international access codes. These are numbers that are required when making an international call. When somebody is making a call to a country they must first dial the international access code, then the country calling code must be entered. There is then (in most cases) an area code that needs to be entered, followed finally by the actual telephone number.
International access codes vary from region to region. USA and Canada would use the digits 011, whilst those calling from Japan would dial 010. Australia would use the code 0011, whilst those making the call from the United Kingdom or China would dial 00. The International Telecommunications Union had recommended every country should use 00 as the international prefix, and the majority of the rest of the word do use this prefix.
