It means anybody can abuse the power they have, be it physical or let's say political.
It takes a truly great person to have the self control to not be tyrannical with power.

A strong person, or someone who knows how to fight very well, some could say they are strong. But the ones who do not go around picking fights because of their skills, they are strong on a whole other level.
