By creating positive relationships with the service user you can build a bond of trust, this therefore means that they are more likely to cooperate with what you want them to do, they like you and respect you which is the kind of attitude you need from the service user for the environment to run as smoothly as possible. By communicating effectively it gives the chance of the service users to understand what you are saying if they have misunderstood what you are saying they may think that you have lied to them or purposefully not explained to them fully what if going to happen.
