A skull traditionally symbolizes death or the idea of mortality. Roses may hint at the beautiful and yet also decaying joy that life could have. While you smell the flower and it smells sweet every time you smell it it speeds up the flowers life. Enjoy the good things while they are around you.
Also it could be a Grateful Dead artwork... But that's a whole other deal man lol

Life and death as like the othe GD albums as well.  The SYF the lightining bolt symbolizes life and the skull death.... The living roses on top the head of a skeleton falling downward, Skeletons from the closet- the thorn of a (live) rose used to play a record by a skeleton holding it on the LP, etc.
