The word you require is spelt C - O - N - G - R - A - T - U - L - A - T - I - O - N - S, oh wait that's exactly how you've spelled it in phrasing the question.
Do you know what I do if I don't know who to spell a word? Rather than consult my Chambers 20th Century dictionary anymore (always better dictionaries than the Oxford English Dictionary as they have more random Scottish words, very handy if you're playing Scrabble) I simply type what I think it is into Microsoft Word (other word processors are available) and wait for the red squiggly line to appear. If and when it does, get your spellchecker on that bad boy. If it doesn't have the word you're looking for, my next step would be to Google it, their suggestions are usually better than Word's at the moment.
Regards the spelling of Congratulations always remember that it is a 'T' in the middle of it and not a 'D', as some people pronounce it. They are wrong and fools for saying it with a 'D', don't join their club. The rest of the word can be deduced relatively easily as it is pretty phonetic (representing the sounds of speech with a set of distinct symbols, each designating a single sound).
If you really struggle with spelling the word, most of the time nowadays it is acceptable to use the abbreviation congrats.

You have spelt congratulations correctly. I am wondering if you are trying to ask what congratulations means. It is praising someone for an achievement. If you wants to know what congratulations is in another language then you need to state the language.

Or maybe he didn't know how to spell it but he didn't relies he spelt it correctly. Or maybe he was asking, what it means, maybe.. But anyway he spelt it congratulations..... :D
