The word phonetics is referring to the sound and pronunciation of names. It does not delve into the meanings of names but the way they are spoken. Most dictionaries contain a reference of how the word is pronounced correctly. Phonetic terms can individually be searched on the internet but the words written in their phonetic way will be harder to find. When searching for a dictionary related to phonetics try searching for material related to International Phonetic Alphabet, auditory phonetics, articulatory phonetics etc.
Material may also be available through the International Phonetic Association which is the oldest organization that represents phonetics. The organization was established as back as 1886 in Paris. Libraries affiliated to Linguistic Universities or those Universities offering courses in languages are likely to stock material related to the phonetics of the respective languages.
