It basically said that if europe tried to "take over" any part of the US it would be considered as an act of aggression and the US would declare war or intervene. It was basically protecting america from europe and declaring it as a free country

In the term 'Monroe Doctrine' the word Monroe is used as an adjective and it signifies the name of the former US president James Monroe. So it is obvious that it is a kind of doctrine that was stated during the period of President Monroe.

The doctrine was declared first by the president James Monroe in the year 1823 and it proclaimed that no European nation can colonize or interfere in the affairs of the United States of America. The US itself would stay neutral with any kind of war that was to happen with a European country to that of any of its colonies but if they took the war to the American soil, the nation would view that as a hostile attitude and would answer that accordingly.

In monroe doctrine, president monroe stated that european countries should stay away from newly independent countries of latin America. At the same time, America will also stay away from the european affairs.
