This generally means that the person was dismissed from the job for reasons other than reasons attributable to performance.  Usually in these cases, the technical terms more often used are involuntary separation, lay off, down sizing, reduction in force action, etc.  While technically one may say the person was fired, usually "fired" is associated with dismissal for cause - meaning the employee was dismissed because of fault of their own, as interpreted by the employer.
