The term 'steady beat' is yet to become a part the standard English dictionary but separately both the words are quite popular and in the future they may unite together to form a joint meaning. But as of now the literal meaning of both the words can certainly convey a phenomenon. Steady is a word that is used for something that is happening continuously and beat is a word that has several meanings but in this context the probable meaning that can be figured out of the word is a blow on drum, the musical instrument. So the joint meaning of the term is probably to give something or someone a blow quite regularly.

It can have figurative meaning also and you can use it when somebody is telling something quite constantly and most of the times in a vehement way.
