Aside from some specific rules about when to use a comma (for example, the commas in the following construction are necessary: "one, two, and three") a good rules is to read the sentence out loud.
Then, if you want someone to pause after reading a specific word or phrase, put a comma after the word or phrase. (Read this sentence with and without the comma after the word "then."---yours, and my, choice.)
