Basically, he went on a board against a couple other Marines that were also nominated for Marine of the Quarter. The board of superiors picks who most deserves it through Knowledge Questions, Appearence, etc. Now, it doesn't directly reflect a promotion, but in the Marine Corps Total Force System, our database, its annotated that he won this title, and most likely a Certificate of Commendation. Looks good on Meritorious Promotion boards.
