Sign language : is it universal for all deaf people regardless of their country?

No.  There are different forms of sign language.  The one used in the U.S. Is called American Sign Language.  I know in China, they use a different sign language.

Of course there's no universal sign language ... Since there is no universal spoken/written language.

Think about it.  People speaking Mandarin aren't going to develop a sign language based on English.

The closest thing to a universal language is Morse Code, as it was used by operators all over the world - no matter their original language.  But even the US Coast Guard no longer requires it's radio operators to know Morse Code.

Sure, there are several sign languages, they are different from each country, as in France it's different as well.
