Racial is an adjective that is pertaining to, characteristic of or belonging to races or race. It means something arising out of the differences based on racial groups in humans. Unconscious is an adjective that refers at least in this sense to something that occurs or takes place in the absence of any conscious thought or awareness; something that is without any conscious control and is unintended or involuntary.

Racial Unconscious refers to actions or words that are seen in a person's behaviour, writing or speech that border on racism or stereotypical views. The individual may not be overtly racist but there may be some notions at the back of their heads that get expressed at times. A classic example is the novel "Moby Dick" where the writer who gets a number of races involved in the plot inadvertently refers to natives as savages or dark as sinister.
