What does it mean when someone says you're not 'too ugly'? Is that a compliment? Or are they just saying that to be nice?

IT MEANS that person doesn't know what ugly is...they havent seen ugly..they should go to people with burn marks all over their face..they should go to people with facial deformities...and then they will realise what ugly is...

Ouch. That just sounds rude. Not "too ugly"? Like in... "Just a bit ugly"?
Boys at young ages say all kinds of stuff, for a real reaction from a guy you'd have to wait a bit longer...

Well it not exactly an isult but its definetly not a compliment and their not being nice their saying your not too ugly which means they think your ugly but not too ugly. Btw your def. Not ugly :)

By my mind, you are right, it's a compliment, as politely say, they  can't say that someone is ugly in front he/she, although they aren't frankly, sometimes it can hurt someone. So it depends on people, if me, I would  use also a compliment.

Um, it's not an insult, but I personally would not take that as a compliment though... They probably are just either trying to get on your nerves or trying to make you feel a little better (whether or not it did)
