It means a fake call for help when help is not needed,it is not a good idea to do this as you may really need help and no one will respond because they think you are playing or lying....the best to you...

In Aesop's fable, a boy was sent to guard his father's sheep in the hills. He was very nervous and, as night fell, became convinced that he could see a wolf prowling about in the bushes. In the end he could bear it no longer, and gave a loud cry of "Wolf! Wolf!" All the villagers came running from their homes, armed with sticks and cudgels, to save him. They searched everywhere for the wolf, but finding none, the warned him to be more careful in future and went back to bed. The second night, the boy tried hard to be brave, but the shadows in the bushes looked so real that he soon cried "Wolf!" again. Once more the villagers came running. This time when they found nothing they were seriously annoyed, and told him to stop playing silly games. On the third night, he resolved to be braver. Alas, this time a real wolf did come jumping out of the shadows. The boy yelled for help, but of course the villagers just laughed and stayed in bed. The wolf ate the boy up.
