The surname Tramontana is Italian, being a topographic name denoting someone from north of the Alps,
Italian tramontana, literally ‘(someone) from over the
mountains’.  It would be my educated guess that this surname originated in Sicily after World War II when there was mass movement among all civilians to remove themselves from war torn areas.  Hope this helps.
