Attitude means the emotional tendency of an individual in favor of or
against any circumstances, events, objects, places or ideas. Although
value has been defined in many different ways, when considered in terms
of attitudes, it is the mental representation that shapes many different
attitudes affecting an in-dividuals’ reaction to a certain situation .
Therefore, values are important in that they form, shape and change the attitude status of individuals towards different circumstances

One way of looking at it is that a value occurs when "a belief attaches to a cognition."

That value then determines your attitude.
