It means that the product is toilet water, (more expensive than cologne but less expensive than perfume!!) and that it is in a spray bottle....so, literally translated, it would be ' toilet water in a spray bottle'...the 'vapouriser' just means 'spray' or 'vapor'....
Incidentally, toilet water lasts longer than cologne, but not as long as perfume, which is why there's a difference in the prices...

Toilet water, little less expensive but does not last as long as perfume
