It's a fleur-de-lis. It's little known that, in the 1920s, a swastika was also used by the British Boy Scouts as an addition to the fleur-de-lis on the Merit Medal, to signify good luck for the wearer, but for some mysterious reason that ancient symbol fell out of favour in the 1930s!
