Elusive has two meanings. It can either refer to something getting away. Such as: The fish was to elusive to be caught within my grasp, or you can use it where it means low mental grasp or understanding.
*Scenario - You are trying to learn how to tie your shoes, but you  keep putting the string in the wrong hole. You could say: (If you were a 4 yr. Old with a GREAT vocab.), I'm elusive to tying my shoes. There is just something about it that I cannot grasp. That second sentence would assure that the majority of the audience understood it. If you were talking to a group of higher end education, then you might not waste your breath. I hope this helps you.
